Cardiff Airport has proposed plans to develop the terminal building as part of an on going programme to enhance Wales's national airport.
The development which was announced last year has now reached the planning stage and works are intended to start in late 2010.
The development works will include an extension to the front of the terminal linking the arrivals and departures halls into one large common area, providing new food and retail services.
As part of the work the first floor of the terminal will become 'airside' as the security control point to access the departures lounge is relocated to the first floor, above the existing arrivals hall and accessed through the new extension. The approach area in front of the terminal building will also be redesigned and landscaped.
Cardiff Airport's Managing Director, Patrick Duffy said: "Our intention is to enhance and expand the airport terminal, present a modern statement for the region and increase our commercial activities.
"However, we are seeking to do this during a time where recession has hit air traffic hard therefore challenging any business case for investing in airport development. Furthermore, the South Wales market is particularly challenging in terms of economic performance, which has a direct effect on our investment criteria.
"The ultimate drivers of air traffic growth for Cardiff Airport - both inbound and outbound will be airlines responding to increased economic performance in South Wales and increased visibility of Wales internationally.
"These are issues which can only be addressed as part of wider economic policy and industrial development in Wales. We are demonstrating our commitment at Cardiff Airport despite market conditions and we call on others, particularly the Welsh Assembly Government to now do their bit."
Other improvements to the airport terminal were completed in 2009 including the refurbishment of the East Pier covering departure gates 3 - 10.
The first floor of the main terminal building was also refurbished following the introduction of mobile Customer Service Agents to the airport and the removal of the fixed information desk.
