HCA Announces Appointment Of Housing Developers
The Homes and Communities Agency (HCA) has today announced the appointment of housing developers who successfully bid for a place on the Agency’s Delivery Partner Panel 2 (DPP2).
This new panel replaces the HCA's existing Delivery Partner Panel (DPP1) which has been in place since January 2010 and has been well used by both the HCA and its partners. The panel is being used by the HCA and 110 partners to procure approximately 29,000 homes across 150 sites.
Development work will be procured through the panel via mini competition. We have worked hard with DPP1 members to design mini tender processes that are as efficient as possible for both panel users and members.
Panel membership consists of a range of national and regional housebuilders, registered providers who undertake development and organisations that work as contactors as well as developers. The panel members were selected on their ability to delivery housing on public sector land in the current market.
DPP2 will be used not only by the HCA but is also available to other public sector bodies to help them streamline their procurement process. By providing access to a pre-qualified list of housing developers the panel makes procurement more efficient, in turn delivering time and cost savings. Access to DPP2 has also been extended to central Government departments and a wide range of other public sector bodies, potentially increasing the amount of development that will be procured.
Richard Hill, interim chief executive at the HCA, said: "Bringing forward land for development and speeding up the rate at which it is made available is a priority for Government. We hope that DPP2 will build on the success of the original Delivery Partner Panel and continue to offer local authorities and public sector partners the opportunity to procure developers in a cost effective, speedy and efficient manner."
