Leeds City Council is seeking to form a partnership with a contractor to deliver the next stage of its plans for council housing.
The new approach will see a building firm design and build 71 units across three sites at a cost of £10m.
A total of 25 homes are to be developed at the Garnets site in Beeston.
In addition, the Broadleas in Bramley will have 24 homes and 22 properties are to be built on the former Whinmoor pub in Swarcliffe.
The construction value of each site is £3.5m, £3.4m and £3m.
A development 'package' has been put together to present a more attractive proposal for a potential contractor.
This allows the developments to be delivered through a single procurement exercise.
Initial plans for two of the sites, the Garnets and the Broadleas, have been drawn up.
No plans have been put together for the Whinmoor pub site, allowing the winning bidder to develop their own proposals.
The council intends to build 1,000 new homes over the next three years.
Councillor Richard Lewis said: "Forming a long-term partnership will allow us to work alongside a contractor who will be able to get to heart of our ambition to create council homes that will leave a positive legacy.
"Bringing someone on board at an early stage when designs are yet to be finalised means together we can deliver even higher standards of quality design, space, flexibility and energy efficiency.
"The partnership will also offer the successful bidder certainty and security across the supply chain and allow us to create more opportunities for skills, training and apprenticeships."
