Southwark Council has approved the outline masterplan and Phase 1 work for the Tustin Estate.
The masterplan includes 690 homes, with 68 per cent affordable housing (made up of council rent, shared equity, key worker accommodation, and over-55s homes), and homes for private sale to raise funds for the council housing.
A replacement primary school will be provided along with re-provided commercial buildings and improved green space.
Phase 1 includes 167 council homes for existing residents, so they can avoid being moved off site while the older buildings are demolished. It will also include refurbishment of council-owned terraced houses at homes in Manor Grove and improvements to the surrounding landscape. Phase 1 is due to start on site this autumn.

The Tustin Estate plans have been developed in close collaboration with residents, Southwark Council, and the project design team. In September 2021 dRMM, together with architects Adam Khan Architects and JA Projects, Beyond the Box (engagement) and Exterior Architecture (landscape design) were awarded the contract to redesign the five-hectare site behind the Old Kent Road.
Estate residents and the head of Pilgrims’ Way Primary School were part of the interview process and informed Southwark’s team selection. Weekly drop-in sessions, events targeting younger and older residents, community exhibition days and monthly project updates have ensured residents views helped shape the evolving design.
Working with the local community, the school, Southwark Council, the Bouygues and Linkcity team, and the Design Team has been a great success. Southwark Council's aspirations for sustainable, socially oriented high quality housing design are exemplary and the design team are looking forward to taking this project forward to construction stage. The scheme has been designed to achieve a high standard of sustainable development and environmental performance. Phase 1 will reduce regulated CO2 emissions by 94 per cent against Building Regulations, which significantly exceeds planning requirements and will be one of the best performing developments in Southwark, helping to address the climate emergency.
