Dover's town centre regeneration has taken a major leap forward with the appointment of construction and development specialists Willmott Dixon and Milligan to lead the transformation of the historic port town into a vibrant and modern destination.
Dover District Council has selected the two firms to spearhead the project as a strategic alliance, using the Pagabo framework to assess and bring forward regeneration plans for several council-owned sites. The goal is to reimagine Dover’s town centre, unlocking its full potential and enhancing its appeal for residents, businesses, and visitors alike.
Known for its medieval castle, dramatic white cliffs, and status as home to Europe’s busiest ferry port, Dover boasts significant untapped potential. The regeneration initiative aims to shift the perception of the town from a transit point to a destination in its own right.
This next phase in Dover's transformation will include plans to improve public spaces, increase town centre living, and explore opportunities for mixed-use developments. Among the proposals is the potential creation of a public sector hub in the heart of the town, offering accessible health and public services.
The appointment of Willmott Dixon and Milligan builds on a string of successful regeneration projects by the Council, including the award-winning residential scheme at Leyburne Road, the soon-to-reopen Maison Dieu heritage project, and the Bench building — a new business, education, and creative centre in Market Square due for completion next year.
With a strong record in delivering sustainable regeneration projects, Willmott Dixon and Milligan are set to work closely with the Council and local stakeholders to ensure the town’s transformation is rooted in community needs while preserving Dover’s rich heritage.
